This photo was taken on April 14, 2002, about ten weeks after the groundbreaking ceremony for phase one. You are looking east across Shawnee Avenue at the floodplain area. The concrete bases for the parking lot light poles have been formed, and a gravel base is being spread, soon to be covered by asphalt.
