This photo was taken on December 6, 2002 near the end of the twenty-eighth week of phase two. You are near the corner of 16th and Hillcrest.
The wing is enshrouded in Visqueen to help keep the workers warm, as well as the mortar for the concrete blocks ready for use. Behind the plastic, much of the first floor perimeter blocks are in place. Plumbing, electrical, sprinklers, and ductwork are being installed.
